Williams nodding it home to send the Robins into half time with a 1-0 lead.
Three minutes after the restart Lever was again raiding and his shot across the face of the forced Tigers keeper Chris Higgs to tip it away for a corner.
The home side cleared the set-piece and then launched a counter-attack.
Substitute Leo McGuire raced clear of the Robins’ defence and, although Adrian Pullin parried the initial shot, the rebound fell kindly for McGuire to finish and level the scores.
Pullin then did well when he pushed a header from Paul O’Shaunesy wide of his left hand post.
Budleigh stuck to their task and, seven minutes from time a poor Higgs clearance fell to Williams who picked his spot and drilled the ball low into the corner of the net to seal the points.
