James Holman, a student from Exeter, was rushed to the RD & E hospital after sustaining the injury during a game against Devonport Services played at Raleigh Park last Saturday, January 16.
The 25-year-old, who was bleeding heavily, has made a statement to police which has now been passed onto Exmouth CID.
He also plans to make a formal complaint to the Rugby Football Union, the game's governing body.
