WASTE collections across East Devon were cancelled last Thursday because of the cold weather.
A spokesman for the council said that the vehicles used by they waste contractors couldn't get out of the depots because of the icy roads.
There were also concerns that even if contractors could start their rounds they would be unable to get to many residential areas safely.
He said: "While the main roads are generally clear, the side and estate roads are still hazardous.
"In addition the landfill site where most waste is taken has been closed and the alternative site in Exeter is at capacity and the decision was taken that it would be safer and less confusing to cancel collections for today (Thursday Jan 7)."
Collections were resumed on Friday.
