Things spoiling a nice town

My wife and I have recently returned from Exmouth, where we enjoyed an early summer break.
We visited the Manor Gardens many times and were impressed by the beauty of the floral displays and the Exmouth Town Band on Monday evening, but it was all spoilt by the litter left only inches from a rubbish bin by groups of young people.
They appear to sit on the grass, eat and drink fast foods and leave the rubbish where it falls.
They also seem to take great pleasure in shouting lewd comments at passersby. Then there was the speed of some car users on the promenade part of the town. Why don't they install speed humps? Inconvenient, but they would solve the problem.

Another problem is the use of the car park behind Maer Common. It is used as a motor sport venue with cars being driven at high speeds and doing hand brake turns, a dreadful noise being the result and spoiling a very quiet neighbourhood.
Where are the police and litter wardens?

It is a shame that such a lovely little town is being allowed to be spoilt by a selfish few.
I am sorry to criticise but, if a visitor notices these things, how much more irritating must it be for the residents of a lovely town?
