We live locally and have had the same experience in finding caf�s closed in Budleigh Salterton of an afternoon, even in good weather.
With family visiting from abroard, we have walked around the estuary and up the High Street on a mid afternoon in June expecting to find the caf�s open and welcoming, but no, all in darkness so no cream tea, or tea and cakes there then. We spent our time and money in neighbouring shops instead, then came home for refreshments.
Mrs Roberts statement about the time her day starts is of no interest to her customers, satisfied or otherwise. Her business is in a prime location and should be open normal hours. Perhaps it is the 4pm closing that deters people - that is usually peak time for tearooms - especially for one called "Cosy Teapot"
