This summer there were more complaints of increasingly aggressive seagulls, while the sight of rubbish strewn across Exmouth's streets on Thursday evenings is becoming increasingly common as seagulls tear part refuse bags in their hunt for food.
Eco Lab and Wayne Lomax have been asked to draw-up proposals on how to tackle the seagull problem.
