Seafront cycle path dangerous

Could you please tell me whose ridiculous idea it was to extend the cycle lane on the seafront from the Harbour View Cafe to just before the docks?Has anyone gone into the health and safety aspect of this or done any kind of risk assessment?The cycle path from the cafe to Orcombe Point is acceptable because it is not as busy as the main piece of the promenade between the docks and Harbour View.The main summer months attract a lot of elderly, disabled and families with pushchairs, as well as small children walking, not to mention dog walkers. The path, in my opinion, is not wide enough to take puschairs, prams, disabled scooters and large numbers of people. Some cyclists treat the path like a race track and, because the route has a sign with a bike, think pedestrians should not be on it.To my thinking there is going to be a serious accident there very soon and then the stupid powers that be who thought of this ridiculous idea may do something to change it.Mr P G Price,135 Egremont Road, Exmouth.
