Officers said the North Devon area has been a particular problem.
Earlier the A361 was closed in both directions from Tiverton to Barnstaple, but the road re-opened just before 11am.
The police said there have been a number of accidents across the force area, but officers have not received reports of any serious injury.
With the forecast for the temperature to drop to -6 in places overnight, the police are warning driving conditions will be particularly treacherous once again.
A Devon and Cornwall police spokesperson said: "Do not drive unless vital, if you must drive reduce your speed considerably and leave a much greater distance between your vehicle and the one in front.
