Otterton Parish Council recently said biannual trimming was proving expensive and discussed removing the shrub in favour of a fence.
The council said it would discuss the future of the leylandii at the forthcoming parish meeting.
An Otterton council spokesperson said: "Removal also creates a less private site and a danger, as there is a big drop to the road.
"However, a blackthorn hedge and a simple fence erected while the hedge grows would overcome these problems.
