Could I make it clear that my letter had nothing to do with the incident that Mr Dee reported at Budleigh.

Highway Code, page 22, rule 64, is quite clear: “You MUST NOT cycle on a pavement.”

It is an offence and the rider can be prosecuted. It is a matter for the police to deal with.

The letter I wrote concerns only routes where cycling is legal.
