PLANS for a detached building to be built at 2, Highfield, Topsham, was refused by Exeter City Council.
The application included calls for a detached dwelling, garage and landscaping.
The council said the proposed development failed to adhere to the Devon Structure Plan because the site was located within an area defined as open land and contributed to the distinctive setting laid out in the plan.
Twelve letters of objection were submitted regarding the application with just one response backing the plans.
Meanwhile, an application for changes to be made at 23 Ashford Road, Topsham, has been submitted to the local authority.
The proposals are for a ground floor extension on the north west, north east and south east elevations and include the removal of a chimney and alterations to the garden layout.
