NEW homes are set to be built on the former Rolle College student housing site after developers were given the green-light by district planners.The 30 homes and 10 flats development was conditionally approved to be built on the land at Hasledene, Cyprus Road, at East Devon District Council's development control committee last week.Councillors praised the plans and the in-depth consultation that went with it but deferred the application to the head of planning to approve after the conditions were met.The site had received much criticism for the planned Lime Kiln Lane entrance, so councillors asked for it to be scrapped and for the design of the houses to be more attractive before work got underway.Councillors and the public believed, by having an entrance to the estate on Lime Kiln Lane, it could lead to an increase in crime and make the development unsafe for children.Roy Pryke, a neighbour, said: "The area must be closed and safe, the crime prevention officer ignored the views of the residents and the police beat manager when he wrote his report."The crime prevention officer said in the report that the basic crime and disorder analysis did not raise concerns.Councillor Mark Williamson said: "The proposal is a significant improvement on the earlier plan and shows a degree of responsiveness to pre-application advice on the part of the developers."The result is a mixed development of full market cost and affordable housing."The development is the first in East Devon to have incorporated 40 per cent of affordable houses in its scheme - a priority for future estate developments.Following the relocation of the University of Plymouth's Exmouth campus to Plymouth, it left a vast space of land open for redevelopment, sympathetic to the design statement of The Avenues.The new development will include a play area and the developers will also be contributing £102,000 to improving community facilities to compensate for the impact of the development on local people.The developers had been in constant consultation with the community organisation Save our Avenues from Despoliation and Exmouth Society.
