The Met Office said around five millimetres of rainfall per hour within the area was responsible.
Weather experts said the rainfall level was not unexpected for the time of year, but said the already sodden ground from thawing snow had caused flooding within East Devon.
The Met Office predicted the end of the week would bring further wet weather for Devon as a band of wind and rain was set to push across the county.
