Frogmore houses recommended for approval despite Local Plan concerns

An application to build five houses on agricultural land in East Budleigh looks set to get the go-ahead.

East Devon District Council (EDDC) officers have recommended approval of plans to build houses on land at Frogmore Road, ahead of the application being discussed at a development management committee next week.

This approval would be subject to completion of a Section 106 agreement being secured.

The application also includes three affordable homes, which falls below the required 66 per cent level set out in the Local Plan.East Budleigh with Bicton Parish Council previously objected to the application.

The EDDC officers’ report said: “The site occupies a sustainable location in the village and there is reasonable accessibility by way of footway links.

“There is a Neighbourhood Plan for East Budleigh with Bicton that is at an advanced stage and includes an alternative allocation for three affordable units but, as this has not yet been out to its referendum, it is considered, on balance, that it would be difficult to refuse planning permission on the basis of the conflict with the emerging neighbourhood plan.”
