A male driver wason Thursday released uninjured by a passer by.
The fire service said the road was closed for several hours.
A fire brigade spokesman said: "The van contained paints and thinners which leaked onto the road.
"This was contained by Exmouth firefighters using special absorbent pads.
"The Highways Agency used a gritter to treat the road.
