Estuaryside plan?

We have seen plenty of reference in the Journal recently about proposed new developments in Exmouth:
An education and interpretation centre on the seafront with a new visitors' centre on the Imperial Ground, The Strand make-over, the building of a multi-storey car park on the London Inn site, more land being made available for the Liverton Business Park by Devon Clinton Estates to allow relocation of the Postal Sorting Office, the council depot and maybe Jewsons - thus freeing up town centre prime development sites, including the old gasometer land for suitably re-generative new businesses and a transport interchange.
However, things have gone awfully quiet about what exactly is to happen on the estuaryside now ASDA has 'taken its hat out of the ring'.

What is this 'plan'? Will the people of Exmouth be consulted before this plan is put into operation, after it is put into operation or not at all?
We feel we should be told!
