At the town hall's full council meeting on Monday councillors where irritated that EDDC and Councillor Peter Halse portfolio holder economy were going to start a review without a town hall debate.
Councillor Mark Williamson said: "Will we be having a debate on this?
"I really would like to have a full discussion. There are things that concern me...
