It is thought the brochures were taken from the old scout hut at Halse Hill.
The police said the area needs careful monitoring to prevent anti-social behaviour from being carried out.
Neighbourhood beat manager PC David Lea said: "This area is wide open and we will be looking to the owners to at least restrict vehicle access.
"If this were to continue there will be some considerable cost to clean up the mess each time by East Devon District Council.
