The members said the new build would not affect neighbouring properties' privacy, would not harm the visual amenity of the site or surrounding area, or the Area of Outstanding Natural Beauty.
North View Road neighbours writing to the council argued the application was an overdevelopment of the area.
Residents also raised concerns over traffic and access, and said the development would be detrimental to the amenity and character of the area.
