BUDLEIGH Salterton Town Council said it could not support an application to allow two mobile homes on land at Pooh Cottage Holiday Site, in Bear Lane.
The caravans were to be used as one home and the site was proposed as a garden.
East Devon District Council will decide the future of the proposal.
