East Devon District Council is carrying out a study of East Devon's open space provision as part of the local development framework.
The district council said the aim of the study was to identify the future needs of the community.
The district council said the study had revealed East Devon had few provisions specifically-designed for older children or teenagers.
Limited facilities were also geared towards girls or teenagers with disabilities, EDDC said.
Budleigh Salterton mayor, councillor Tom Wright said: "It's useful for an organisation to know what facilities are available for our young people, and what they are responsible for.
