Any benefits for two-tiers?

East Devon District Council is doing everything it can to stay in business. If it does, we shall again have a two-tier council, with responsibilities split between EDDC and Devon County Council. I have not yet seen any comments by EDDC on the benefits of

Are there any? Have I missed something? For instance, our highways authority is in Exeter and our planning department in Sidmouth.
