Any benefits for two-tiers?

East Devon District Council is doing everything it can to stay in business. If it does, we shall again have a two-tier council, with responsibilities split between EDDC and Devon County Council. I have not yet seen any comments by EDDC on the benefits of

East Devon District Council is doing everything it can to stay in business.If it does, we shall again have a two-tier council, with responsibilities split between EDDC and Devon County Council.I have not yet seen any comments by EDDC on the benefits of split responsibilities. Are there any? Have I missed something? For instance, our highways authority is in Exeter and our planning department in Sidmouth. How does this benefit Exmouth or East Devon?Is communication good between the two authorities?Did EDDC work alongside DCC over the last year in plans for the regeneration of Exmouth?Jan Pawson,1 Greenacre, 5 Isca Road, Exmouth.
