At the town council's Regeneration and General Purposes Committee, chairman Pauline Stott suggested they should investigate how much it would cost.
"We have a lovely seafront, and Dawlish is always packed, so why can't we have them here?" she said.
"Let's take advantage of them while they are based in Exeter."
Councillor Richard Turner said: "We are the largest town in Devon and surely we have more clout than Dawlish."
Cllr Trevor Cope: "I am concerned this will cost five figures.
"I'm not going to ask people for another pound on their council tax precepts just for a fly-by over the Exmouth festival.
"If we are going to raise the precept we want something lasting, not just on a Sunday afternoon."
But Steve Wragg said it 'wouldn't do any harm' to ask how much it would cost.
