Plans to convert a former waterbed factory in Withycombe into six homes have been opposed by Exmouth Town Council.
Councillors said this week that while in principle they supported having homes on the site, at 228 Withycombe Road, they thought having six homes was too many.
Councillors also expressed their concerns that the proposed development would have insufficient space for important amenities such as bin and cycle storage.
East Devon District Council will now make the final decision on planning permission.
