Amended plans to build 52 homes by Withycombe Brook have again been opposed by Exmouth Town Council.
The plan to build the homes between St Johns Road, Holland Road and Hadrians Way came before councillors again, after the developers submitted a report to try and offset concerns raised about the scheme by Natural England.
However, the town council’s planning committee said they felt the new report did not alleviate issues raised in terms of a natural habitat plan, maintenance of the brook, and the suitability of a fence proposed by the developers.
East Devon District Council will make the final decision.
