MOTION RUBBISHED: A motion proposed by the Lib Dems at County Hall to abolish charging householders for the disposal of rubble has been lost.

The Lib Dems say that the practice of charging for the disposal of rubble, plasterboard, bonded asbestos and tyres at Exmouth recycling centre has led to an increase in fly-tipping.

East Devon saw the biggest increase, from 227 incidents in 2010 to 315 in 2011.
