A Budleigh Salterton woman has been given a fixed-penalty notice after flouting a by-law restricting the number of dogs you can walk.

The woman, who cannot be named for legal reasons, was handed the £80 fine after she was reported for an altercation between the 11 dogs she was walking near Budleigh, and a horse.

The horse rider reported the woman who had been walking the dogs, many of which were not on leads, between Wheathill Plantation and Bear Lane last month.

She was given the fine by East Devon District Council (EDDC) for exceeding the maximum of number of dogs which a person may take on to land.

An EDDC spokesman said that, under the Dogs Order 2009, a maximum of six dogs can be walked at a time.

A horse rider, who wanted to remain anonymous, said she has been victim of similar incidents on the common.

She said: “It comes down to everyone respecting each other. I would never gallop past someone who is walking. It’s the same with dog walkers.

“If their dog is not so well trained they should put it on a lead. Some dogs are well trained but it is too late when the dog is charging at you.”

The district council has previously handed fixed notices to the woman for two incidents last year.

In June she was reported for walking 15 dogs, some of which were involved in an attack on another dog on Woodbury Common.

Another fixed penalty notice was given to her for an incident in September last year involving nine dogs off a lead in the Bear Lane of Budleigh.

An EDDC spokesman said: “One person trying to control this number of dogs off the lead is unlikely to be able to pick up after them all, leading to other potential breaches (of the by-law).

“Our message to people walking more than two or three dogs at a time is to try to avoid areas popular with the general public and to keep all the dogs on the lead so that they are under close control.”
